English/Japanese on Steam

If I want to flick between Japanese language and English language on steam, it seems to redownload the whole game. It would be nice if, in the future, if you release games with both English and Japanese (and I bloody hope you do, it's not like HDD space is a big issue here) that a re-download isn't forced.
I'm going to see if I have any success downloading one language, backing it up elsewhere and then flicking the language back on Steam.
Edit: No such luck. Any suggestions?

For most games, the script is basically integrated into the game and anything more than swapping out the original script for the translation would require some amount of programming. I can't see any indie dev reprogramming their game's script handling for the couple of players that might want to swap scripts on a regular basis. Most players just stick with one language. Big industry games will add multi language options to games for European release but that's to make the game accessible to a wider audience and increase sales. Adding it to a small indie game for no gain is a bit unrealistic.

Yep, but even just having 2 installs of it which would be perfect isn't going well since it doesn't seem that Recettear can run outside of Steam if it's the Steam version unless I'm missing something obvious here.

Well I gotta say, thank goodness for saves being transferable between Japanese and English versions, because understanding orders is a pain in the balls.
