It is but you only have the option of accessing it between finishing the prologue and starting the main quest. When you finish the prologue it bumps you back to the Main Menu and at that time the bonus dungeon can be accessed from the Continue Menu but it disappears once you start the main quest.

Character AI is actually very smart...and probably outsmarted you. Check your magic settings, because your allies will refuse to use certain skills on certain settings so see if you limited yourself there. Later on, the allies AI is really useful, especially when Stella constantly buffs Arche and Sana debuffs bosses on full magic setting instead of just spamming attack pointlessly.

Also, you can "force" Sana to use the spells you want by shuffling spellbooks. It's really simple.

If you have to press the key three to four times before Arche reacts, you're probably doing it wrong. Arche controls like a fighting game character, not a platformer character. I suspect your mistake is that you're expecting to be able to cancel any action into any other action; as in fighting games, once you've initiated an attack, you actually have to allow the attack animation to complete before you can do anything else. The enemies have precisely the same limitation - indeed, the basic strategy for fighting the faster enemies is to goad them into attacking thin air, then whack them while they're stuck in a recovery animation.

Of course, the enemy AI is smart enough to use the same trick on you. If you're constantly getting faked out by enemies that then proceed to whack you while you're in your own recovery animation, that might explain why the controls feel sluggish to you.

TheLastResolve:
The control response is definitely fine. What I think you are complaining about is that you are not allowed to cancel your actions once you excute them. It's there to prevent you from spamming and it raise the difficulty up a notch. It's like how I have to wait for my attack to finish until I can attack again, but if I have learned a combo, I can execute two attacks seamlessly together rather than waiting for that "cool-down" period to end.

Also be wary of keyboard quirks, of which n-key rollover is but the beginning of a long and treacherous journey into finding out exactly which combination of keys fail to provoke a response from the game.

As an example, the only way I can reliably perform Arche's forward slash is to hit Forward, release, then Attack.
