So, I've tried the demo. Got through it except for the last mission, with the use of my minimal language skills and a guide. I can't say much about the game's quality while I only have a vague idea of most of the game's working, but the concept itself is interesting, at the very least.
First off, the art style is less loli-oriented this time around, so it doesn't actively bother me. The game borrows heavily from Final Fantasy Tactics in audiovisual design in parts, which I greatly approve of.
It's kind of weird for me to compare this game to Civilization, considering there hasn't actually been a Civ game I played for more than a handful of turns, but that's what this game seems like. You build towns, produce units and structures from them, and research various technologies. Units are given a bit more attention here, though. They can carry usable items, gain levels, use various special skills, and join into groups of three. The group mechanic sort-of reminds me of Ogre Battle, which could be considered the granddaddy of FF Tactics.
Also, maybe it's due to my limited understanding, but I didn't see any hotkeys for many of the features it'd be useful for, which was kind of annoying.
