For those who still dream, it will depend on really one thing :
- Development Libraries
OpenGl or directX doesn't really matter when you have a good architecture for development (it matters only for really advanced technologies like orderless transparency (which doesn't exist in OpenGl). A lot of western developer uses the PC to test and create games and test only at the last moment on console (Japanese developper start to do it too, but it takes more time there. We still see "bad" coding from japnese developper with a lot of "magic words").
The real problem will be with what you have to do "for the console" like for example for microsoft xbox, manging the dashboard, the cross chat, the achievement, etc... It will also depends on what console maker asks : if you still have to support/ and non-lcd TVs.
